This is a mostly deprecated naming term for a compound with more chlorines than normal (and what does *that* mean? Well, that's why it's largely not used any more). You might be more familiar with the perchlorate, chlorate, chlorite, and hypochlorite naming scheme.
I am a physical chemist who worked with lasers in graduate school. We used light (PHOTO) to break apart (LYSE) molecules every day!
